In 2005, the Evangelical Lutheran Church in America (ELCA) adopted the “Strategy for Engagement in Israel and Palestine”  and urged members to participate in the Peace Not Walls campaign.

In 2007, the ELCA reaffirmed the call to justice in the Holy Land, and further specified that the ELCA could look at the possibility of "purchasing...products from Palestinian providers and…the feasibility of refusing to buy products produced in Israeli settlements."

In 2007, the ELCA made more explicit the call for economic initiatives – looking at the possibility of “purchasing…products from Palestinian providers and…the feasibility of refusing to buy products produced in Israeli settlements.”
