The AIDS pandemic has been called the “single greatest reversal in human development” in modern times. In countries hardest hit by HIV, life expectancy has declined by 20 years, poverty has deepened, and economic growth has been reversed. Because the AIDS pandemic is so tightly linked to poverty, the ELCA has responded to the crisis through its poverty-focused ministries.
